Gross flippancy

The possibility of timely draft of the new constitution in time is getting more tenuous by each passing day.
The recent admission of the chairman of constitutional assembly (CA) Subhas Chandra Nembang that the all the existing procedures cannot be fulfilled to write the constitution within the set timeframe only reinforces the mentioned fact.
Nembang came up with this remark following the failure of the constitutional committee (CC) to prepare the first draft of the constitution on the set deadline of March 5.
He even said that the CA should opt for a short-cut approach by promulgating a "brief constitution" containing fundamental issues.
As the parties failed to reach consensus on nine thematic proposals, the CC of the CA failed to prepare the draft of constitution within the deadline.
The CC has received concept papers from just two thematic committees and nine other committees are yet to submit their report.
The CA has amended the calendar of events for the tenth time due to the lackluster performance of the CA committees.
All the parties have already admitted internally that the constitution cannot be written by May 28 and they are preparing to exonerate themselves from the charge of wracking the timely writing of the stature by blaming each other.
The Maoists are venturing into the movement beginning from Chaitra 24 to propose for the term extension of the CA by amending the interim constitution.
Some experts say the CA will be dissolved as it will lose legitimacy after May 28.
The advisors of president are arguing that the only legal force to handle the nation will be the president if the CA fails in fulfilling its cardinal task on time.
The parties are so engrossed in race for power equation that the concerns like basic ingredients of forms of governance, structure and number of federal states, issue of who will be the head of state and the executive head are completely overlooked. 
The Maoist leaders, on the other hand, are saying that the legitimacy of president will also be nullified if the CA is dissolved. 
They have also warned that Nepal will be another Afghanistan if a new national government is not formed.
Shanker Pokharel, spokesperson of the current coalition, has argued that the election of a new CA is becoming desirable.
The escalating hubbub vis-à-vis the new constitution is nothing but the manifestation of gross flippancy on the part of the country's leadership towards the future of the country, sum up experts.
